The CPESN eCare Plan Initiative encourages Technology Solution Providers to adopt the Pharmacist eCare Plan Standard, an interoperable standard that allows pharmacy technology providers to have a common method of exchanging information related to health care delivery. To learn more about the history of the standard, visit the eCare Plan Initiative Website. The journey began in 2013 and the first eCare Plan was submitted to CPESN USA in 2016.

Quality Assurance Standards for CPESN pharmacies are maintained by the Quality and Performance Luminary Committee of the CPESN USA Board of Managers. As monitored by this committee, pharmacies are required to have eCare Plan standard documentation functionality after six months of becoming a CPESN participating pharmacy.

Options for eCare Plan functionality can be viewed within the CPESN-approved Technology Solutions Providers (TSP) Comparison Chart. Information in the chart is provided by the Technology Solutions Providers. 

Pharmacies should be able to complete all necessary clinical or operational documentation within their existing Pharmacy Management System, without needing to add a platform. Third-party integration solutions are available if a Pharmacy Management System vendor has not yet built native support for the required documentation workflow or data exchange.

CPESN encourages pharmacies to discuss the need to adopt the eCare Plan Standard with their Pharmacy Management System vendors. CPESN also offers supports to encourage Technology Solutions Providers to adopt the eCare Plan standards. They may be referred to [email protected] for more information.

Data Use

CPESN USA uses pharmacy data to promote enhanced services to payers, and in turn secure service-based contracts that rely on the eCare Plan standard as documentation for services rendered to patients/members. CPESN pharmacies own all data that is submitted via the eCare Plan. Through this arrangement, CPESN USA does not retain any portion of the contract dollars intended for pharmacies, and no transaction fees are charged by CPESN USA for participation.

Common medication-related problems and associated interventions are captured using standardized clinical codes—such as SNOMED CT codes—which enable structured, interoperable data to be transmitted through the eCare Plan. CPESN USA regularly communicates these updated codes and guidance to Technology Solutions Providers to ensure consistency and alignment across pharmacies.

CPESN USA Approved eCare Plan Technology Solutions Providers 

Approved Technology Solutions Providers have been vetted by the CPESN USA Data Team, provide data in approved format, maintain requested updates, provide eCare plan support, and have a Data Sharing and Collaboration Agreement in place.*

At least one year after being recognized by CPESN USA as having eCare Plan functionality, the Technology Solutions Provider must have a minimum of 10 Pharmacist eCare Plans submitted by at least one CPESN participating pharmacy. Plans must have been submitted in the most recent full calendar year for the Technology Solutions Provider to maintain standing as an approved vendor with h eCare Plan functionality. A TSP may work with CPESN staff to become activated or re-activated as a CPESN-approved vendor with eCare Plan functionality. Additionally, within six months of reactivating, the Technology Solutions Provider must demonstrate that it intends to continue to market and deploy eCare Plan functionality as part of its overall go-to-market strategy.
